Report of a study which aimed to achieve a better understanding of young people not in education, employment or training at 16 and 17 through establishing a more detailed breakdown of the 'types' of young people in this category, the structural and personal issues they face and the probable routes into participation in learning for each of them.

This review intends to understand how to strengthen support to local partners in using local information and research in decision-making. The investigation has probed the following questions: what are the sources of demand for local information and research?; how is research carried out locally?; how is local information and analysis currently supported by national, regional and sub-regional organisations? Report presenting and discussing the findings of a study which made use of a variety of approaches and sources to construct as detailed a picture as possible of how and why poverty varies across ethnic groups. In particular, it focuses on the extent to which it is possible to explain the poverty of ethnic minority children in terms of known risk factors such as lone parent families.
