Every child has the right to grow up in a caring and safe environment. Fortunately most children and young people do. However, some children are not loved by their families. Others live in families that are having a really difficult time and cannot cope with their problems. Some children are deliberately neglected or hurt by the adults around them.
Earlier intervention is a cornerstone of government policy on supporting children and families with additional needs. This review and scoping study was commissioned to provide a more in-depth understanding of what is meant by ‘earlier intervention’ (defined as intervening early in the life course of a problem, or with a population at risk of identifying that problem, but not necessarily early in life).
This paper was produced by Social Work Scotland's Service Development Change Programme. It includes a statement of what personalisation is in relation to public services, a discussion of what the application of this approach can achieve and an indication of the key areas which need to be considered in the development and implementation of this approach.
This study examined parenting during early and middle childhood within different social and cultural groups in Britain, using a ‘parenting score’ derived from different measurements of parents’ relationships with their children. The study was based on parents’ reports of attitudes, feelings and behaviour recorded in response to specific questions relating to parenting. The study also assessed changes in parenting across time.

The existence of 'in-work' poverty has only been officially recognised in the last couple of years. Yet the steady upward trend and number of children involved mean that it should be given high priority. The report includes an in-depth analysis of the progress that has been made on in-work poverty among children since the start of the government's poverty programme in the late 1990s.
