Paper that seeks to open up that debate as it relates to English local government. Commissioned as part of NLGN’s Commission on Next Localism, it draws on a mixture of trend analysis and scenario planning to understand the ways in which the citizen/state relationship is already starting to change and to explore what that might mean for local services by 2015.
It is hoped the analysis will help councils cope with emerging changes in attitudes – inevitable as a result of the global economic crisis and subsequent pressures on the public purse – and perhaps even to shape them a little.
