An outcomes framework for young people

Outcomes framework designed to support understanding and measurement of the connections between intrinsic personal and social development outcomes and longer-term extrinsic outcomes. The framework: - Proposes a model of seven interlinked clusters of social and emotional capabilities that are of value to all young people, supported by a strong evidence base demonstrating the links to longer-term outcomes. - Sets out a matrix of available tools to measure these capabilities, outlining which capabilities they cover, and key criteria such as their cost and the number of users.

Living in children's residential homes

Short study which provides an insight into the nature of children’s residential homes, the characteristics and circumstances of the young people who live in them and on the short-term outcomes for these young people. It builds on our recent research for the Department for Education (DfE) 'Raising the Bar? An Evaluation of the Social Pedagogy Pilot Programme in Children’s Residential Homes'.

Keys to the future: an independent evaluation of Shelter Children's Services (England and Scotland)

An independent evaluation of Shelter's Children's Services.

In 2004, Shelter launched its Million Children Campaign to raise awareness of the impact of homelessness on children and families. In response to issues highlighted by the campaign, Shelter made a proactive decision to develop a range of pilot services for children, young people and families, that could test new ways of working to prevent child homelessness and to support children who were already homeless to achieve better outcomes.

Delivering children's services in the UK and other parts of the world - a short policy context

Paper that aims to articulate the variety of models for children’s services delivery that exist internationally and places these in the context of current UK policy and practice. The key sections present outlines of the different policy and service provision approaches to children’s services in the UK and the top performing OECD countries. This latter group comprises the Nordic countries (Denmark, Finland, Iceland, Norway and Sweden), and the Netherlands. Brief reference is made to other countries, where appropriate.

Targeting children's centre services on the most needy families

This research aims to provide local authority early years and children’s services leaders, and children’s centre managers, with evidence of how children’s centre services are targeting the most disadvantaged families. In particular, how they are defining, identifying and prioritising families in greatest need of support, and the practical implications of targeting for local authorities, for children’s centres and for policy.
