The first part of this publication provides information on culture and context in which residential services for children and young people should be provided. It also provides information on when the guidance should be applied, the principles to be used in its application and key definitions used.
The second part provides an outline process which organisations should use when responding to an allegation and provides information which organisations can use on making decisions about the nature of the allegation. Part 2 also provides information on planning and carrying out investigations including how children and workers should be supported, how the ending of investigations should be managed and how their impact should be evaluated.
