This is the full Report of the Public Inquiry into the death of Victoria Climbie by Lord Laming. The Report investigates the events surrounding Victoria's last few months and examines the local social services arrangements involved in the case. It reviews the lack of good practice and gross failure of the system in this case and makes recommendations with regard to improvements at national and local level.

This document is based on two resources: Working Together to Safeguard Children: a guide to inter-agency working to safeguard and promote the welfare of children; and the Framework for the Assessment of Children in Need and their Families. Working Together sets out how all agencies and professionals should work together to safeguard and promote children’s welfare and the Assessment Framework outlines a framework for use by all those who work with children and families determining whether a child is in need under the Children Act 1989 and deciding how best to provide help.

CARA : a web-based environment for child protection workers

CARA (Child Abuse Risk Assessment) is a web-based learning environment which may be used by child protection investigators as well as caseworkers and followup workers, to think about the complexity of the factors related to the immediate safety and future risk of children. This is an American collaborative project between the Children & Family Research Center, the School of Social Work at the University of Illinois at Urbana-Champaign and the Illinois Department of Children and Family Services.

Intensive help for vulnerable people: applying case management models in the justice system

Research has suggested that people with multiple legal and social problems would benefit from 'case management', a structured process aimed at co-ordinating services and support on behalf of an individual. There is a lack of evidence of effectiveness of case management models in justice settings however case management has been used in other settings and lessons can be learned.

The Department of Health document sets out policy and guidelines for all professionals, whereas this document discusses clinical issues in more detail and provides practical advice for paediatricians.

Working together to safeguard children

Document that sets out a national framework of guidance on how all agencies and professionals should work together to promote children's welfare and protect them from abuse and neglect.

It is aimed at those who work in the health and education services, the police, social services, the probation service, and others whose work brings them into contact with children and families.

It is relevant to those working in the statutory, voluntary and independent sectors. It replaces the previous version of Working Together Under the Children Act 1989, which was published in 1991.

Blueprint for the Processing of Children’s Hearings Cases : Inter-agency Code of Practice and National Standards

The Time Intervals Working Group was set up in 1997 to report on the processing of cases through the children’s hearings system. Following wide consultation, the first Blueprint, containing a Code of Practice and associated standards and targets, was published in March 1999. The objective was to identify and minimise areas of inconsistency, duplication and unnecessary delay at key points within the system, so that children at risk have their needs addressed effectively at an early stage.
