Implementing outcomes based accountability in children’s services: an overview of the process and impact

The Outcomes Based Accountability (OBA) model has been used as a way of structuring planning to improve outcomes for whole populations and for improving services. The OBA approach focuses on outcomes that are desired and monitoring and evidencing progress towards those desired outcomes. NFER was commissioned by Local Government Association Analysis and Research (LGAAR), on behalf of Local Government Improvement and Development, to identify the impact of the OBA approach on LA practice in Children's Services through nine case studies (18 interviews with strategic and operational staff).

Social Services Inspectorate audit of services to children in need in response to the practice recommendations of the Victoria Climbie inquiry

This report contains a framework of recommendations set out by the Social Services Inspectorate in response to the outcomes of the Public Inquiry into the death of Victoria Climbie. This framework is to be used by councils with social services responsibilities to audit their position in relation to the practice recommendations of the Victoria Climbié Inquiry report. It provides performance criteria against each of the recommendations linked to statutory requirements and guidance.

The risk factor : making the child protection system work for children

Pamphlet arguing that the child protection system in England needs fundamental reform. It uses systems theory to help clarify how cultural factors such as behavioural and professional norms, value systems and emotional and psychological states which are at the core of child protection must be addressed if reform is to be successfully achieved.

The Scottish Human Rights Commission

This document sets out the Scottish Executive’s detailed proposals for a Scottish Human Rights Commission. The Scottish Executive believes that this new body will be a key means to ensure that human rights are protected in Scotland and will also help to develop a ‘culture’ of human rights. By promoting human rights, the Commission will work to ensure that you are more aware of your rights in the future and that you understand how they apply to you and to your family. This consultation paper focuses on the remit, functions and structure of the Commission.

The Victoria Climbie Inquiry

This is the full Report of the Public Inquiry into the death of Victoria Climbie by Lord Laming. The Report investigates the events surrounding Victoria's last few months and examines the local social services arrangements involved in the case. It reviews the lack of good practice and gross failure of the system in this case and makes recommendations with regard to improvements at national and local level.

Engaging young people : local authority youth work 2005-08

Report based on evidence gathered from local authority youth services inspections which occurred as part of Ofsted's joint area reviews of children's and young people's services from 2005 to 2008. It discusses the quality and impact of youth work and follows developments in the introduction of integrated youth support.

Report looking at options for reforming public services in the UK to make them more effective and responsive. It argues that reform should be based on principles such as a lessening of bureaucracy and over-management, better training for staff and better accountability.

Paper examining the concept of agility and what it might mean for government. It looks at the characteristics of agile organisations and how these might translate to the public sector environment. It argues that government must become more agile in order to respond to changing citizen needs.
