The Scottish Government recognises that empowering communities and reforming public services are key to achieving improved outcomes for all of Scotland. 

The Community Empowerment (Scotland) Bill is intended to provide a legislative underpinning that will support and drive forward these key areas of policy.

The report of the Commission on the Future Delivery of Public Services (also known as the Christie Commission after its chair, Dr Campbell Christie CBE) was published on 29 June 2011.
