The aims of the study were to: assess the suitability of a range of possible national measures for the programme and advise on appropriate national measures; explore local authorities’ views on some of the practical implications of PbR; and investigate authorities’ early plans for developing local PbR schemes.
'Payment by Results'(PbR) is a way of commissioning services which offers financial rewards to providers for the achievement of positive social outcomes.
The main aim of PbR is to enable the delivery of cost-saving preventative social interventions and to incentivise better outcomes for service users.
Paper that considers how the two policy initiatives of Payment by Results (PbR) and personalisation need to be developed in tandem with one another, and in the context of whole system commissioning, if the aims of both are to be achieved.
It raises some questions for discussion about whether personalisation and PbR can meet the challenge of a more radical whole system approach and what impact success or failure will have on mental health services and outcomes for individuals. It concludes with some specific issues that need to be considered nationally and locally.
